From the previous Sindria arc it's shown that Sharkkhan is incredibly strong even though his only talent aside from his household vessel is his sword fighting style. With the entire Kouga clan under her household, this battalion is a lot scarier than many may give it credit for. While not strong on her own she has the largest (non-assimilated) household. Since we've been talking about household members, it's only fair to mention Hakuei herself as an individual entity. Unlike Sinbad however they are very loyal to Kouen and supported his claim to become the Kou emperor. Much like Sinbad has his alliance, Ren Kouen has his siblings which include 4 other metal vessel users (Koumei, Kouha, Kougyoku, and Hakuei). As we've seen within the currently airing arcs fully assimilated household members are absurdly strong, nearly reaching the level of Djinn-equip. His household consists of 4 fully assimilated members (the highest number of fully assimilated members currently known about). Although he doesn't have as much raw power as Sinbad does, he has been seen to use his Djinn in tandem in order to enhance his abilities as shown in the Magnostadt arc. A collector of 3 Djinn (the only person other than Sinbad within the world to have collected more than 1 Djinn). The next one to consider is obviously Ren Kouen. However whilst they are allies they aren't fully under Sinbad's command. It's also worth mentioning that he is the head of the Seven Seas Alliance which includes 3 additional metal vessel users (each one having a fully assimilated household member). He's willing to go to any dark lengths himself for power but refuses to put his household or citizens in harms way. While his household is large it's not incredibly powerful, Sinbad is a man who cares about his people more than he does about himself. Of those only Drakon has fully assimilated with his household vessel. His household consists of 7 members as well as Yamuraiha, a magician. As Alcoholic_Mouse mentioned he also has an abnormal amount of magoi for a human, this allows him to use his Djinn to a higher potential than other other king vessels. Having gathered the most Djinn (which is over twice as much as the next contender) is nothing to scoff at. As you mentioned yourself Sinbad is definitely one of the major contenders to consider.
